On May 13, 2025, State Representative Matthew Gambill joined Governor Brian Kemp at the Georgia State Capitol for the signing of House Bill 192. This legislation designates Georgia as the Top State for Talent by officially codifying the Georgia MATCH Program. Introduced in 2023, this initiative aims to streamline the college admissions process for high school seniors across Georgia.

Representative Gambill expressed his support for the bill, stating, “I’m proud to stand with Governor Kemp in support of House Bill 192, which takes a major step forward in preparing Georgia students for the workforce of tomorrow.” He added that by codifying the program and creating the Top State for Talent Act, they are simplifying college admissions and aligning education with high-demand career pathways. “This legislation ensures that our students are gaining relevant skills earlier and more efficiently while strengthening coordination across agencies focused on workforce readiness,” he said.

House Bill 192 establishes the Top State for Talent Act. It references programs included in the High Demand Career List published by the State Workforce Development Board concerning career education courses for students from grades six through twelve. The bill aligns all workforce-related code sections and incorporates agencies involved in workforce readiness. The High Demand Career List will guide the Georgia Department of Education when creating coursework for career education. Additionally, it mandates a report on articulation agreements to ensure students do not repeat courses where skills have already been mastered.
